Landscope Mauritius will construct the new headquarters for the Mauritius Revenue Authority (MRA) at Côte d’Or Technopole.

• The ‘REVENUE HOUSE’ of the MRA will be built using the ‘design, build, lease, and transfer’ formula.

• This new building will provide approximately 13,000 square meters of office space and can accommodate 1000 employees.

• The commencement of construction is scheduled for August 2024, with delivery expected in November 2025.

Ebène Cybercity, November 29, 2023 – Landscope Mauritius is pleased to announce that it will be developing the new headquarters for the Mauritius Revenue Authority (MRA) at Côte d’Or Technopole. Named ‘Revenue House,’ the new building will be constructed using the ‘design, build, lease, and transfer’ formula on three acres of land.

The new building will provide approximately 13,000 square meters of office space and can accommodate 1000 employees. Currently, MRA personnel are located in two separate buildings, but once ‘Revenue House’ is completed, they will all be under one roof. The new building, like all projects in Côte d’Or Technopole, will also be environmentally friendly, and MRA aims to obtain LEED certification.

The project manager and design team have already been appointed, and construction is scheduled to commence on the site in August 2024, with completion expected in November 2025.

The MRA will also take this opportunity to launch a new data-driven intelligent tax administration strategy. The global trend in tax administration is to employ more data scientists and computer science graduates to harness the benefits of data analysis and artificial intelligence in tax auditing, debt recovery, and providing better services to taxpayers. Existing staff will also receive training in data analysis to support the new strategy.

Nily Bunwaree, Director of the Finance and Administration Department at MRA, stated, “Since its establishment in 2006, MRA has had the vision of consolidating all its tax administration agents under one roof. In its quest for an ideal location for its ‘Revenue House,’ MRA participated in the tender launched by Landscope. The new building in Côte D’Or Technopole will undoubtedly be environmentally friendly, equipped with modern facilities and high-tech equipment that will enhance efficiency at work and foster synergy within the organization.”

Ultimately, with the skills and expertise of its personnel, MRA will become a “data-driven organization” in the coming years, and the Revenue House at Côte d’Or Technopole will be the cornerstone of this data-focused intelligent tax administration.

With the MRA headquarters at Côte d’Or Technopole, Landscope takes another step in its commitment to creating a new economic hub in the Côte d’Or region.

With a total investment expected to exceed Rs 25 billion by operators and the anticipation of creating more than 15,000 jobs once fully operational, Landscope has undertaken high-quality infrastructure work for this new Business Park.

It is worth noting that Côte d’Or Technopole holds a Smart City certificate, and all developers undertaking projects within the business park will benefit from incentives offered by the Smart City program, including an exemption from income tax for a period of 8 years, exemption from property tax and registration duties, as well as exemption from customs duties on the importation or purchase of taxable goods. They will also enjoy VAT refunds on construction and capital equipment, and an accelerated annual deduction of 50% of the capital expenditure costs for renewable energy and other equipment, among other benefits.

Currently, 80% of Côte d’Or Technopole is already leased to operators from various technology-focused sectors, and several requests are pending for the remaining plots. It’s noteworthy that Ava Technopark, engaged in the manufacturing of medical devices, is already operational, with construction underway for 10 additional buildings.

Landscope prepared a master plan in 2017 for approximately 2,000 arpents of land in Côte d’Or. Côte d’Or Technopole constitutes the first phase of implementing this master plan. Landscope is now working on the second phase, which involves the development of an educational and healthcare center.
