FRCI Announces Leadership Transition: Clarel Constance Appointed CEO, Pierre Yves Harel to Serve as Chairman

FRCI, a pioneering provider of ICT services and training in Mauritius and the region, today announced significant changes to its leadership team. Clarel Constance has been appointed as the new Chief Executive Officer (CEO), succeeding Pierre Yves Harel, who will transition to the role of Chairman. Denis Lam, holding the position of Chief Operations Officer (COO), completes FRCI leadership team.

Founded 35 years ago, FRCI has established itself as a leader in the ICT sector, offering comprehensive services including software development & sales, cloud infrastructure, website development, and training. The company has forged strong partnerships with global giants such as Microsoft, Adobe and Audiocodes, earning multiple national and regional awards from Microsoft for its exceptional service quality.

Clarel Constance brings over three decades of experience in information technology services and enterprise training across Mauritius, the Indian Ocean Region, and internationally. He has been with FRCI for 25 years, starting during a formative period and culminating in his current role as Chief Operations Officer. During his tenure, he has played a pivotal role in the company’s growth from a team of 17 to over 85 professionals, overseeing expansions into Madagascar, Africa, New Caledonia and Europe.

Commenting on his new role, Clarel Constance remarked, “As we celebrate our 35th year, FRCI continues to evolve into a global player. Notably, we have established a strong presence in Mauritius and the region, which remains our largest market. In Africa, we are continuing to expand and building our base of significant clients. Looking ahead, we aim to enhance our partnerships to serve customers throughout Africa and beyond.”

He added, “Under my leadership, FRCI is prioritising investments in AI technologies, particularly in AI for people empowerment, as a key initiative to better serve our customers. We are actively exploring opportunities to expand beyond Africa and extend our footprint across the Europe and other untapped regions in the coming years. Our presence in the French Pacific region, particularly in New Caledonia, has been instrumental in handling remote work challenges. Additionally, we are dedicated to further developing our homegrown applications, making them more robust, user-friendly, and globally accessible through strategic partnerships. Despite challenges, our commitment to excellence and client satisfaction has driven sustained growth in these markets.”

Clarel reflected on FRCI’s evolution, “When I first joined FRCI, our focus was primarily on training and software development. Over the years, we have diversified our services extensively, especially in collaboration with Microsoft, a partnership which represents a cornerstone of our growth. Today, FRCI stands at the forefront of ICT innovation in the region, with a broadened scope encompassing advanced IT services and tailored software solutions.”

He went onto add, “FRCI is about more than technology; as a service-oriented business, our people are at the heart of everything we do. The dedication and expertise of our team ensure that we deliver exceptional service to our clients. Looking ahead, we will continue to prioritise employee training and development to uphold our commitment to excellence.”

Pierre Yves Harel, the original founder of the business and outgoing CEO will leverage his extensive experience as Chairman. He will provide strategic guidance and ensure a smooth transition. His deep understanding of the ICT landscape, commitment to innovation and developing customer centric solutions will be instrumental in achieving our goals. FRCI’s success is also attributed to its robust team, which includes professionals based in Madagascar and a few other countries.
