PRESS RELEASE, 13 November 2025 (GIS): The Cabinet, at its meeting held on 07 November 2025, agreed to the setting up of an Inter-Ministerial Committee on Anti-Money Laundering, Combatting the Financing of Terrorism, and Combatting Proliferation Financing (AML/CFT/CPF). The Committee is co-chaired by Hon Gavin Glover, SC, Attorney-General (pictured to the right above) and Dr the Hon Mrs Jyoti Jeetun, Minister of Financial Services and Economic Planning (pictured to the left above). The Committee includes the Hon Dhananjay RAMFUL, Minister of Foreign Affairs, Regional Integration and International Trade, Hon Muhammad Reza Cassam Teem, Minister of Labour and Industrial Relations, and Hon Sayed Muhammad Aadil Ameer Meea, Minister of Industry, SME and Cooperatives. It also brings together the members of the Core Group and the National Committee on AML/CFT/CPF.
The objective of the Inter-Ministerial Committee is to provide high-level direction and coordinate the preparatory works for the forthcoming Mutual Evaluation of Mauritius’ AML/CFT/CPF framework to be conducted by the Eastern and Southern Africa Anti-Money Laundering Group (ESAAMLG) in 2027. There are 16 Government regulatory/supervisory agencies involved in the fight against AML/CFT/CPF, namely, the Attorney General’s Office, the Ministry of Foreign Affairs, Regional Integration and International Trade, the Bank of Mauritius, the Financial Crimes Commission, the Financial Intelligence Unit, the Financial Services Commission, the Gambling Regulatory Authority, the Mauritius Police Force, the National Sanctions Secretariat, the Mauritius Revenue Authority, the Office of the Director of Public Prosecutions, the Real Estate Agent Authority, the Registrar of Associations, the Registrar of Companies, the Registrar of Cooperative Societies and the Mauritius Institute of Professional Accountants.
The first meeting of the Inter-Ministerial Committee was held on Thursday, 13 November 2025, at the Ministry of Financial Services and Economic Planning, Ebène.

In their opening remarks, the Co-Chairs emphasised the importance of maintaining momentum for reforms and ensuring effective inter-agency coordination. Dr the Hon Mrs Jyoti JEETUN, highlighted that “demonstrating effectiveness will be critical and this Inter-Ministerial Committee marks a unified, whole-of-government approach to strengthen our national AML/CF1/CPF framework ahead of the 2027 Mutual Evaluation. We need to have a zero-risk approach as there is no room for complacency. “
Hon Gavin GLOVER, SC, underscored the need for sustained commitment, stating that “Mauritius must not go back on the FATF Grey List. Every Ministry, regulatory body, and enforcement agency must deliver on its commitments to ensure that Mauritius maintains its reputation as a trusted and transparent financial centre.“
During the meeting, the Financial Secretary, Chairperson of the Core Group, and the Senior Chief Executive of the Ministry of Financial Services and Economic Planning presented the status of preparedness and the national roadmap for the upcoming Mutual Evaluation.
The Committee also took note of the status of the ongoing Independent Assessment of Mauritius’ AML/CFT/CPF framework, the finalisation of the National AML/CFT Strategy 2025-2028, the updating of the National Risk Assessment Report, and matters relating to institutional capacity-building.
Key challenges identified include the need for strengthening inter-agency coordination, timely data submission, and evidence-based reporting. In addition, there is need to address issues such as, shortage of qualified AML/CFT professionals, and safeguarding the integrity and confidentiality of information.
Looking ahead, the Committee agreed to enhance collaboration among supervisory and enforcement agencies to bridge institutional gaps and expedite implementation of various actions in order to demonstrate high-level of effectiveness of our AML/CFT/CPF framework.
