TADAT workshop discusses regional cooperation, tax reforms

The Regional TADAT Workshop was held by the Mauritius Revenue Authority (MRA), in collaboration with the Tax Administration Diagnostic Assessment Tool (TADAT) Secretariat at the Integrated Customs Clearance Centre (ICCC), Plaine Magnien, from September 8-12. Themed, ‘Beyond 10 Years of TADAT Assessment: Building Stronger Tax Systems for Tomorrow with Field Guide 2025’, the workshop aims to buttress regional cooperation and advancing tax reforms where it brought together delegates hailing from 22 countries such as Angola, Kenya, Namibia, South Africa, Seychelles, Zimbabwe and Mauritius in the presence of Junior Minister of Finance Dhaneshwar Damry, Chairman of the MRA Tej Gujadhur and Director-General Rohit Ramnawaz.

Held under the aegis of the Regional TADAT Workshop, Dhaneshwar Damry lauded the presence of country representatives, where he called their involvement a prerequisite to foster peer-to-peer learning, knowledge transfer, and curating solutions suited to regional fiscal contexts. He told, “The workshop comes at a pivotal time, serving as an opportunity to reflect on lessons learned, chart a renewed and forward-looking TADAT field plan, and reinforce regional collaboration through the exchange of knowledge and best practices.”

The Junior Finance Minister reiterated the Government’s commitment to transparency, reliability, and responsibility in financial governance, while stressing the MRA’s ongoing reforms to create a fairer, more efficient, and trusted tax system. He also stressed the urgent need to mobilize adequate financial resources from within domestic economies to meet the evolving demands and aspirations of their people. In this context, he underscored the imperative for continuous improvement in efficiency and effectiveness of tax administrations spanning across the region while expressing a strong confidence in TADAT as a valuable tool to achieve this objective.

Echoing the shared objective to help promote fiscal efficiency, the Director-General of the MRA, Rohit Ramnawaz announced reforms to help strengthen the entire revenue cycle and simplify fair compliance to the benefit of taxpayers. He also emphasised that the MRA is making the shift from basic digital filing to taxpayer-friendly services.

With the implementation of the Common Reporting Standard (CRS), Mauritius is enhancing its capacity to assess and act on data exchanged with partner jurisdictions, while ensuring that offshore income is not only reported but properly assessed, monitored, and taxed as appropriate. Ramnawaz announced that the jurisdiction will soon advance its transfer pricing framework, intensifying scrutiny of profit-shifting practices and expanding collaboration with the Organisation for Economic Co-operation and Development (OECD), African Tax Administration Forum (ATAF), and other global bodies as a whole.

Such efforts, he told, will help reinforce the island’s reputation as a credit and transparent jurisdiction while at the same time sending a clear message that compliance will be made easier for taxpayers, thus showing that it would not compromise in its fight against fiscal evasion and illicit financial flows.

On his part, Country Director of AFRITAC South, Sukhwinder Singh stressed the shared commitments of participating countries to strengthen tax administration while emphasizing the need for tailored training to help equip tax authorities with the necessary skills to help improve tax collection and compliance.
