The Cabinet, chaired by the Prime Minister Dr. Navin Ramgoolam, last met on August 21 and took note that Mauritius will host the Africa Credit Rating Conference on 05 and 06 October 2026, themed “Towards Developing African Capital Markets: Rechannelling Africa’s Capital”, followed by the official launch of the Africa Credit Rating Agency (AfCRA) on October 07, 2026.
Following a competitive evaluation process involving several African Union Member States, Mauritius has emerged as the top candidate to host the Headquarters of AfCRA, reflecting the confidence placed in the jurisdiction as a stable, well-regulated and credible International Financial Centre.
The hosting of the AfCRA conference will help to strengthen the jurisdiction’s positioning within the region’s evolving financial architecture while reinforcing its role as a platform for African financial policy dialogue, capital mobilisation and development financing.
The cabinet also noted the inking of an agreement by the Department of Civil Aviation, Shipping Division and the National Coast Guard, Mauritius and the Australian Maritime Safety Authority, centering on Coordination of Search and Rescue Service.
Both agencies will collaborate across areas such as the exchange of information on actual or potential distress situations; assistance in Search and Rescue (SAR) missions; use of facilities in SAR regions; exchange of information on SAR resources and capabilities; and periodic joint SAR exercises.
Nod was also given to the promulgation of Fisheries (Electronic Reporting Systems) (Amendment) Regulations 2026, which will improve the operational effectiveness of the Electronic Reporting System in place, the quality of fisheries data and catch reporting.
The regulations aim to strengthen compliance of licensed fishing vessels in terms of fishing-related activities, support the sustainable management of fisheries resources and help curtail or eliminate illegal, unreported and unregulated fishing in sea waters and the Indian Ocean region, as a whole.
The initiative to help modernise and transform the Government portal and websites into an intelligent and citizen-centric Digital Government Platform was also discussed with the aim to lend an enhanced digital experience to citizens and businesses.
It includes the provision of a single, consistent and personalised digital gateway to Government services; boosting accessibility and inclusion; offering a more intuitive and personalized digital experience while facilitating access to Government services through mobile devices.
Another advancement discussed in the Cabinet was the implementation of the e-Scheme of Service (e-SoS) platform, comprising a single integrated electronic workflow capturing, among others, the drafting, submission, consultations and review of schemes of service before final approval and prescription.
It would include a centralised, up-to-date digital repository for all schemes of service in the Public Service, expected to go live by September 2026, and set to be implemented across all Ministries/Departments in phases.
The Cabinet also took note of the communique issued by the Financial Services Commission (FSC) to warn the public against crypto activities undertaken by “DistributeX” in Mauritius. According to information obtained by the Financial Services regulator, the entity is maintaining an online presence through websites and mobile apps, across multiple locations on the island.
The entity is also calling to recruit members, by asking for an upfront financial contribution of approximately Rs7,000, in exchange for promised returns by undertaking relatively simple online activities. It involves clicking on cryptocurrencies shown on its website or apps where members are called to recruit new participants through referral-based commissions within a structured membership programme.
The outcome of the recent participation of the Minister of Industry, SME and Cooperatives in relation to the Bilateral Engagement Programme on Policies and Programmes of Small and Medium Enterprises and Cooperatives Sectors in India was also noted. The Minister had several bilateral meetings with stakeholders such as the National Cooperative Union of India, the Ministry of Micro, Small and Medium Enterprises and the Council of Scientific & Industrial Research.
He also held meetings with the Union Minister of State for Rural Development and Communications, with focus on enhanced working collaboration of the African-Asian Rural Development Organization and its subsequent benefits to member States.
